Authorizes the Select Committee on Small Business, in carrying out its duties, to examine, investigate, and make a complete study of the problems of American small and independent business and to make recommendations concerning those problems to the appropriate legislative committees of the Senate.

Authorizes the committee, or any subcommittee thereof, from March 1, 1973, through February 28, 1974, in its discretion: (1) to make expenditures from the contingent fund of the Senate; (2) to employ personnel; (3) with the prior consent of the Government department or agency concerned and the Committee on Rules and Administration, to use on a reimbursable basis the services of personnel of any such department or agency; (4) to procure the temporary services (not in excess of one year) or intermittent services of individual consultants, or organizations thereof; and (5) to provide assistance for the members of the professional staff in obtaining specialized training.

Limits the expenses of the committee under this resolution to not exceed $160,000.
