Authorizes the Joint Study Committee on Budget Control, as designated in this concurrent resolution, to procure the services of individual consultants, or organizations thereof, in accordance with the provisions of the Legislative Reorganization Act of 1946.

Authorizes from March 1, 1973, through the close of the first session of the 93d Congress the joint study committee to expend from the contingent fund of the Senate not to exceed $200,000 to carry out the provisions of title III of Public Law 92-599 relating to increasing the public debt and limiting expenditures and net lending in the Federal budget.

Requires the joint study committee to submit a final report of the results of the study and review made under title III, to the Speaker of the House of Representatives and to the President pro tempore of the Senate, not later than the close of the first session of the 93d Congress.
