Declares that the Senate endorses the position regarding fisheries now being taken by the United States delegation to the United Nations Seabed Committee, that the coastal State has the right to regulate the fish stocks inhabiting the coastal waters off its shores as well as its anadromous species, and that the United States begin to study the need to implement this policy immediately in order to protect our nation's living resources by creating in the United States or the individual States the authority to regulate such stocks, to the limits of their range, as well as the authority to reserve to itself all of the available catch its vessels are capable of handling.
