Title I: Requires the National Capital Planning Commission to survey the Capital Hill district of the District of Columbia for the purpose of recommending the district be included on the National Register. Defines the boundaries of the Capital Hill historial district. Provides that such survey shall include a comprehensive plan for the conservation, development or redevelopment of the historical district. Authorizes to be appropriated not to exceed $100,000 for the purpose of making such survey.
