Provides that upon enactment of this Act, no non-Federal building or structure listed on the National Register of Historic Places shall be sold, substantially altered, or demolished except as provided for under this Act.

Authorizes the Secretary of the Interior to acquire any building or structure covered by the provisions of this Act in any case in which the Secretary determines that such action is in the best interest of the United States.

Authorizes the Secretary to remove from the Register the designation of a building or structure as a historic place, if he determines that the preservation of that building or structure is not in the best interests of the United States.
