Provides that any person who prospects for, mines, or removes, by strip or open pit mining methods, any minerals from any land included in a stock raising or other homestead entry or patent shall be liable for the payment of compensation to the entry man or patentee of such lands for the permanent destruction of the entire surface value of any such lands resulting from such prospecting, mining, or removing of minerals.
