Provides that State or local officers or employees and employees of the Federal Government may not be candidates for any political office. Provides that the President may prescribe rules which shall provide that an employee in an Executive agency or in the competitive service shall not under any circumstances be obligated, by reason of that employment, to contribute to a political fund or to render political service, and that he may not be removed or otherwise prejudiced for refusal to do so.

States that the President shall prescribe rules which shall provide that an employee in an Executive agency or in the competitive service shall not under any circumstances use his official authority or influence to coerce the political action of a person or body.
