Provides that, for purposes of the provisions of title II of the Social Security Act (Old-Age, Survivors', and Disability Insurance) relating to deductions from benefits on account of excess earnings, there shall be disregarded, for individuals aged 65 or over, income derived from the sale of copyrights, literary, musical, or artistic compositions, letters or memoranda, or similar property.
