Indian Art and Cultural Center Act - Authorizes the Secretary of the Interior to make grants to construct and operate an Indian Cultural Center in Riverton, Wyoming, at Central Wyoming College. Requires that such facilities shall be designed and operated to insure that the Shoshone and Arapahoe Indians have educational opportunities suited to their unique needs and interests.

Authorizes the appropriation of up to $1,100,000 for grants for the construction and first year maintenance of the Center. Authorizes the appropriation of such sums as may be necessary for each succeeding fiscal year for the purpose of making grants under this Act.
