Authorizes the Secretary of the Interior to make grants to the several States in order to rehabilitate areas damaged by deleterious mining practices.

Provides that grants under this Act may be made in advance or by way of reimbursement, and shall be made in such a manner and on such conditions as the Secretary may determine necessary to carry out the purposes of this Act. Limits the Federal share of mining area restoration projects to 75 percent of the cost thereof.
