Provides that if the post of a Federal employee is located within the United States in a remote area, and the employee must travel a distance of at least two hundred miles from his post of duty to a place where daily airplane or rail service is available, leave granted to such employee is exclusive of time actually and necessarily occupied in going between his post of duty and a place where daily airplane or rail service is available and time necessarily occupied awaiting transportation to travel between such post and place.
