Provides, under the Uniform Time Act, that daylight saving time shall be observed on a year-round basis.

Declares it to be the express intent of Congress by such Act to supersede any and all laws of the States or political subdivisions thereof insofar as they may now or hereafter provide for the observance of a time within any zone different from that specified in the first section of such zone.

Authorizes the district court of the United States to enforce such Act on the motion of the Secretary of Transportation.
