Federal Amateur Sports Act - Creates the Federal Amateur Sports Commission within the Department of Commerce consisting of three Commissioners who shall be appointed by the President, by and with the advice and consent of the Senate. Sets forth the terms of office of the members of the Commission and provides that not more than two of the Commissioners shall be appointed from the same political party.

Provides that the Commission shall prepare and submit to the President for transmittal to the Congress on or before October 1 of each year a comprehensive report on the administration of this Act for the preceding fiscal year. Sets forth provisions which such report shall include.

Provides that the Commission shall establish a Sports Advisory Council which it may consult before prescribing a sports rule or regulation. States that the Council shall be composed of eight members, each of whom shall be qualified by training and experience in one or more of the fields within the jurisdiction of the Commission. Provides that all proceedings of the Council shall be public and a record of each proceeding shall be available for public inspection.

Authorizes the Commission to establish within its organization a Division of Athletic Facilities and a Division of Safety and Health. Outlines the functions of each of these divisions and grants additional powers to be given to the Commission.

Authorizes the appropriation of $3,000,000 for fiscal year 1975, $5,000,000 for fiscal year 1976 and $5,000,000 for fiscal years 1976-1977 to carry out the purpose of this Act.
