Allows each former U.S. President to set the rate of compensation for persons employed by him.

Provides that each former President, and Vice President upon request to the Administrator of General Services, shall have for a specified time period services and facilities necessary in connection with winding up his affairs of office.

Authorizes necessary appropriations to carry out the provisions of such Act, but not to exceed $1,500,000 for any one presidential transition.
