Provides, under title II (Old-Age, Survivors', and Disability Insurance) of the Social Security Act, that persons who are blind and have at least six quarters of coverage shall be eligible for disability insurance benefits. Outlines those regulations which apply to the amount of benefits to be received. Defines blindness as used in this Act.

Continues payment of such benefits as long as the blindness lasts, notwithstanding the amount of the individuals' earnings.
