Authorizes appropriations for grants to the States: (1) for the construction of public or other nonprofit facilities for longterm care; (2) for the construction of public or other nonprofit outpatient facilities; and (3) for the construction of public or other nonprofit rehabilitation facilities under the Public Health Service Act.
