Permits the sale of competitive food in food service facilities under the National School Lunch Act if the proceeds will inure to the benefit of the school or a student organization.

Directs the Secretary of Health, Education, and Welfare to make grants to State education departments for programs to increase children's knowledge of the nutritional value of foods and the relationship of nutrition to human health.

Authorizes appropriations of such sums as Congress deems necessary, and specifies procedures for the apportionment of funds between States. (Amends 42 U.S.C. 1779, Adds 42 U.S.C. 1787)
