Expresses the sense of the House of Representatives that the President should provide for the immediate allotment and release of funds authorized by Congress for public works under the Federal Water Pollution Control Act Amendments of 1972.

Directs that construction of such public works should proceed according to the schedule set and funds appropriated by the Congress in the exercise of its proper legislative function.
