Requires, under Rule XXI, the Committee on Appropriations, to the maximum extent practicable, to take such action as may be necessary to report all general appropriation measures for each fiscal year to the House for its consideration before the beginning of that fiscal year as will permit the enactment of all such measures into law before the beginning of that fiscal year.

Provides that after June 15th of each calendar year appropriations measures providing funds for the operation of any branch of the Federal Government or its independent agencies for the ensuing year shall be in order for consideration notwithstanding the provisions of House Rules.
