Declares that the House of Representatives expresses its grave concern over the injustices to which people, who wish to emigrate, have been subjected by the Governments of the Union of Soviet Socialist Republics, Cuba, and other countries that unduly impede or restrict emigration.

Urges the President to: (1) convey to the respective Governments of the Union of Soviet Socialist Republics, Cuba, and all other nations that unduly impede or restrict emigration, the grave concern of the people of the United States and the House of Representatives over these injustices, and (2) urge those governments to allow their citizens the right to emigrate without undue harassment.
