Authorizes each Member of the House of Representatives and the Resident Commissioner from Puerto Rico and the Delegates from the District of Columbia, Guam, and the Virgin Islands to hire for two weeks, during the period May 1 to May 31, inclusive, each year, two additional employees to be known as "senior citizen interns" who will serve as such within the District of Columbia.

Provides that no person shall be paid compensation as a senior citizen intern who does not have on file with the Clerk of the House of Representatives, at all times during the period of employment, a certificate that such intern is sixty-five years of age or older and a resident of the district which the employing Member or Commissioner or Delegate represents.
