Provides for the design of program assisted under the Emergency Employment Act of 1971 with a view toward providing public service employment which will enable movement of employed individuals into public or private employment or training not supported under this Act.

Permits the Secretary of Labor to provide financial assistance under this Act pursuant to applications submitted by voluntary combinations of units of general local government.

Authorizes the appropriation of $1,500,000,000 for the fiscal year ending June 30, 1973 and #3,000,000,000 for the fiscal year ending June 30, 1974, for the purpose of carrying out the Emergency Employment Act of 1971.

Cuts off the Secretary of Labor's authority to obligate funds appropriated under this Act upon the rate of national unemployment receding below 4.0 (presently 4.5) percent for three consecutive months.

Authorizes the appropriations for the Special Employment Assistance Program under this Act of $500,000,000 for the fiscal year ending June 30, 1973, and $1,000,000,000 for fiscal year 1974.

Provides for the apportioning of amounts appropriated under this Act among the States.
