Creates a medal to be known as the Medal of Honor for Policemen and a medal to be known as the Medal of Honor for Firemen. Authorizes the President to award such medals each year to one policeman and one fireman from each State. Provides that recipients of such medals shall be selected by the Governor of the State in which the reipient serves.

Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act.
