Provides that no court of the United States shall have authority to issue any order or ruling, on the grounds of failure to comply with any provision or rule of law relating to the environment, impeding or halting construction of any project authorized prior to January 1, 1970, to be constructed by the Corps of Engineers, if there has been expended toward such project by the date of the commencement of the litigation in which such order or ruling is sought not less than 10 percent of the total authorized cost of such project or $15,000,000, whichever is greater.
