Shown Here:Requires Federal contractors, with contracts exceeding $10,000, to agree to comply with regulations issued by the Administrator of the Environmental Protection Agency to insure that the performance of the contract will not cause any environmental harm or violate any Federal, State, or local regulations on the environment.
Provides that the contractor will remedy any pollution or damage caused by his failure to comply with such contractual provisions. Authorizes the withholding of payments to the contractor until the Administrator is satisfied that the contractor has fully complied.
Provides that the Administrator shall send to all Federal agencies a list of all persons who have not fulfilled their obligations under this Act. Requires that no contract be given to anyone on the list for three years after publication of the list or until that person is certified by the Administrator.
Provides that the Administrator shall send to all agencies a list of other persons who have caused environmental damage and that no contracts shall be awarded to them until certified by the Administrator.
Provides for hearings by the Administrator and judicial review by U.S. District Courts in relation to any decision under the provisions of this Act.
