Provides that Federal buildings shall be designed and construced to maximize fallout protection and that non-Federal construction financed in whole or in part with Federal funds may be designed to maximize fallout protection. Limits expenditures for the construction of such a building to 1 percent of the project's cost.

Authorizes the President to prescribe rules and regulations to carry out the provisions of this Act, including a provision for exemptions to the requirements specified in this Act.
