Motor Vehicle Mechanic Licensing Act - Requires each State to establish a motor vehicle mechanic licensing program which shall be approved by the Secretary of Labor. Establishes criteria for the training and examination of applicants seeking to obtain a motor vehicle mechanic's license.

Authorizes the Secretary of Labor to pay not more than eighty percent of the cost of any State motor vehicle mechanic licensing program.
