Authorizes members of the armed forces to be discharged from active military service by reason of physical disability when such members are suffering from drug dependency.

Authorizes the civil commitment of such members after their discharge. Provides for the review of less than honorable discharges granted prior to the passage of this Act to such members and the issuance of new discharges in cases provided for under this Act.
