Provides that, subject to the approval of the Secretary concerned, after consultation with the Secretary of State and the Armed Services Committees of Congress, any Reserve or any retired officer of any component or any enlisted personnel entitled to retired or retainer pay may accept employment with, and compensation from, any foreign government or any concern that is wholly or partly controlled by a foreign government.
