Requires the party bringing an action against any law enforcement officer in any court of the United States to file with the court a surety bond conditioned on the payment to defendants of reasonable costs of investigation and legal fees for defending such action should the defendants prevail in the action.

Includes within the meaning of law enforcement officers for purposes of this Act attorneys general, prosecuting attorneys, chiefs of police, sheriffs, constables, and their subordinates.
