Provides for the erection of a monument on Alcatraz Island to serve as a Western counterpart to the Statue of Liberty and commemorate the achievement of American independence. Provides for the creation of an American Independence Monument Commission to develop and select the site plans for the monument.

Authorizes the appropriation of such sums as may be necessary to carry out the provisions of this Act.
