Authorizes the Secretary of Housing and Urban Development to make grants to any local public body or agency to assist in financing specific projects to provide lighting facilities for streets, alleys, parks, or other public areas.

States that the amount of any such grant shall not exceed 66-2/3 percent of the cost of carrying out the project for which the grant is made or 75 percent of such cost in the case of a project located in an area which at the time the grant is made is designated a redevelopment area under the Area Redevelopment Act or the Public Works and Economic Development Act of 1965.

Authorizes $5,000,000 to be appropriated for grants under this Act. (Amends 42 U.S.C. 3105)
