Schoolbus Safety Act - Directs the Secretary to establish, within one year of enactment, appropriate Federal motor vehicle safety standards for schoolbuses, and schoolbus equipment, including: (1) interior protection for occupants; (2) seat anchorages; (3) seat designs; (4) crash worthiness of body and frame; and (5) floor strength.

Provides for a study and report within two years of enactment on the advisability of the mandatory installation of seat belts in schoolbuses.
