Provides that no sentence of death shall be imposed upon any person convicted of any criminal offense punishable under provision of law of the United States, the District of Columbia, or Puerto Rico, and that no unexecuted sentence of death shall be carried into execution after the enactment of this Act. Reduces all sentences of death to life imprisonment.

Directs the Attorney General to transmit to Congress appropriate amendments substituting a sentence of life imprisonment in all provisions of law which relate to the imposition of a sentence of death.
