School Tax Equalization Act - Authorizes the appropriation of such sums as may be necessary for the fiscal year 1975 and each succeeding fiscal year ending prior to June 1, 1980, to enable the Commissioner of Education to make basic grants to the States in the amounts provided for in this Act. Authorizes the appropriation of such sums as may be necessary to enable the Commissioner to make incentive grants to the States for the fiscal year 1977 and each succeeding fiscal year ending prior to July 1, 1980, in the amounts provided for in this Act.

Provides for a formula to be used in determining such amounts multiplied by the school-age population of the State.

Requires States receiving grants under this Act to submit a State plan to the Commissioner.
