Police Officers and Firefighters Benefits Act - Provides for payment of a $50,000 gratuity to the spouse and dependent children of State police officers and firefighters killed in the line of duty.

Requires certification to the Administration by the State governor that the police officer or firefighter, employed on a full-time basis, was killed in the line of duty.

Sets forth the order of precedence for payment of the gratuity to the spouse, dependent children and dependent parents.

Authorizes appropriations under the Omnibus Crime Control Act as necessary to carry out the purposes of this Act.

Exempts the District of Columbia from inclusion under this Act.
