Establishes a Commission on Medical Malpractice Awards, composed of 24 members, to study the feasibility and appropriateness of establishing maximum limits on the amount of damages that may be granted in any medical malpractice suit brought against any physician or dentist.

Provides that within one calendar year of enactment of this Act, the Commission shall make its recommendations to Congress, including one that Congress may implement any or all of the proposed recommendations by appropriate legislation, including the use of constitutional amendments.
