Removes the provision of the Mineral Land Leasing Act of 1920 limiting rights-of-way for oil pipelines to 25 feet on each side of the pipe.

States that the right of way for a pipeline and related facilities shall extend to the land reasonably necessary for access to, and construction, operation, and maintenance of, the pipeline and related facilities. (Amends 30 U.S.C. 185)
