Establishes a Tort Defense Fund for the Bureau of Prisons. Authorizes the Attorney General to pay out of such fund to any officer or employee of the Bureau of Prisons an amount equal to the amount of any final judgment awarded by any court to any claimant against such officer or employee for any act performed in connection with his official duties, with the exception of any claim made with respect to the operation of a motor vehicle. Provides that no amount in excess of $100,000 shall be paid with respect to all claims made with respect to the same act. Authorizes such sums to be appropriated to such fund as may be necessary to carry out the purposes of this Act. (Adds 18 U.S.C. 4043)
