Child Development Personnel Training Act - Declares the purpose of this Act to be to respond to the demonstrated need for child development personnel in the 1970's by stimulating the development of sufficient training and educational programs in every State and region of the United States to assure an adequate supply of personnel to meet the staffing requirements of early childhood programs.

Authorizes the Secretary of Health, Education, and Welfare to make grants to, or to enter into contracts with, institutions of higher education, State and local child development agencies, State and local educational agencies, child development programs, private companies and organizations engaged in teacher training, teacher training organizations, national child development organizations, and producers of television programming, for the purpose of establishing, developing, or updating early childhood personnel training programs.

Authorizes to be appropriated to carry out this Act $40,000,000 ffor fiscal year 1974, $60,000,000 for fiscal year 1975, and $75,000,000 for each of the succeeding fiscal years ending prior to July 1, 1980.
