Provides that the Civil Aeronautics Board shall make the selection of air carriers in international route matters, subject to veto by the President within ninety days after such selection.

States that, in the case of a presidential veto, the Board shall immediately select another carrier. Requires that in no event shall the President direct the selection of a particular air carrier.
