County Government Environmental Control Demonstration Project Act - Authorizes the Council on Environmental Quality to enter into such arrangements as it may determine with the county commissioners of Bershire County, Massachusetts, for a three year demonstration project to provide a model for: (1) rejuvenating and strengthening county governments throughout the Nation in their ability to deal with environmental problems; (2) dealing with such environmental problems as waste of land, forest and wildlife resources, soil erosion and flood hazards; (3) solving such problems in cooperation with, and with the assistance of, the Federal and State and local governments; and (4) establishing priorities in solving county environmental problems.

Provides that no funds shall be paid to such county pursuant to this Act until such county commissioners submit to the council a plan for carrying out such project which the council determines to be satisfactory for the purpose of this Act. Provides for the composition of the project commission required to administer such demonstration project subject to the supervision of the county commissioners.

Authorizes to be appropriated the sum of $3,000,000 for payments to Berkshire County pursuant to this Act, and such sums as may be necessary for the administration of this Act by the Council on Environmental Quality.
