Provides, under title II of the Social Security Act (Old-Age, Survivors', and Disability Insurance), that any individual age 55 or over shall be considered disabled for purposes of entitlement to disability insurance benefits and the disability freeze if he meets the definition of "disability" presently applicable only to blind individuals at that age.
