Prohibits the making of extortion payments in connection with the commission of the crimes of aircraft piracy, and specified other crimes against aircraft and motor vehicles.

Provides that whoever knowingly pays, or furnishes any services (including parachutes), to aid in the commission of such crime shall be fined not more than $10,000 or imprisoned not more than three years, or both. (Amends 18 U.S.C. 32, 33)
