Prohibits the transportation of contraband cigarettes in interstate commerce. Defines contraband cigarettes as a quantity in excess of twenty thousand cigarettes, bearing no evidence of the payment of applicable state cigarette taxes, in the possession of unauthorized carriers.

Provides for the swizure and fordeiture of cigarettes transported and vehicles used for such transportation in violation of State laws. Provides for a penalty of a fine of not more than $10,000 or imprisonment for not more than two years, or both, for anyone biolating this Act.
