Authorizes the Secretary of Agriculture to carry out, through the Agricultural Research Service of the Department of Agriculture, pilot field research programs for the control of agriculture and forest pests by integrated biological-cultural methods.

Directs the Secretary to reimburse farmers and ranchers for any losses sustained by them as a result of research under this Act being conducted on their land, crops, or livestock.

Authorizes appropriations of $2,000,000 for fiscal year 1973, and such sums as necessary over the next 5 fiscal years, to carry out this Act. Authorizes like sums for the National Science Foundation to expand its research on integrated biological-cultural principles and techniques to control agricultural and forest pests.
