Abolishes the referees' salary and expense fund established in the Treasury under the Bankruptcy Act in order to pay the salaries of referees in bankruptcy.

Provides that fees and charges collected by the clerk of a court of bankruptcy shall be paid into the general fund of the Treasury, and that the salaries and expenses of referees shall be paid out of annual appropriations from the general fund of the Treasury.

Eliminates the statutory criteria presently required to be considered by the Judicial Conference in fixing the salaries of full-time referees. (Amends 11 U.S.C. 68, 80, 112)
