Entitles employees engaged in criminal law enforcement activities to immediate civil service retirement after completing 20 years of service, without the requirement of having abtained 50 years of age. Increases the annuity payment of such employees.

Provides a $50,000 special death benefit to survivors of law enforcement employees killed in the line of duty. (Amends 5 U.S.C. 8336(c), 8339(d); Adds 5 U.S.C. 5585)
