Permits each member of a flight crew on duty on the flight deck of a civil aircraft to carry a firearm.

Requires an intercommunication system to permit persons authorized to enter the flight deck to request that the door be opened.

Provides that the door separating the flight deck from the passenger compartment shall be locked at all times in such a manner that it may be opened only from the flight deck. (Adds 49 U.S.C. 412 (a)(7))
