Department of Natural Resources Act - Redesignates the Department of Interior as the Department of Natural Resources. Provides for the appointment of three additional Assistant Secretaries by the President for oceanic and atmospheric preservation, for national parks and forests, and for international affairs of the Department who shall perform such functions as the Secretary of the Department shall prescribe.
Establishes within the Department a National Oceanic and Atmospheric Administration headed by an Administrator appointed by the President by and with the advice and consent of the Senate.
Provides for five deputy Administrators: for Research; for Exploration and Development; for Loans and Grants; for International Coordination and Program Planning; and for Administration and Public Information.
Provides for the transfer of various functions previously carried out by other agencies and Departments to the Secretary and his Administrators.
Requires the Secretary to make an annual report to the President and to Congress on the activities of the Department.
Provides that this transfer of functions shall not effect any pending proceedings or suits.
Abolishes the National Oceanic and Atmospheric Administration in the Department of Commerce.
